pretty much, although this is small change compared to the money sent to israel:

directly (in aid, or as loans (which are always forgiven, so basically more aid), or as weapons), and indirectly (waging their wars, providing them with research and tech, allowing and encouraging important industries to relocate there (e.g. intel))
